Isn't a large amount of the problem that the muscles of the lower abdomen have been stretched? The Pilates book/video I have suggests post-pregnancy women do exercises specifically targeted to strengthen the lower abs so that the muscles can re-tighten and support any fat that may be there. I guess the added muscle will also help you burn it.
